It's scrambled Latin from Cicero's De finibus bonorum et malorum, written in 45 BC. It became the standard filler in the 1960s through Letraset transfer sheets, and desktop publishing software spread it further. Because it isn't readable, it shows the shape of a layout without pulling attention to the words.
When the words matter to the design. Headlines, buttons, error messages, and navigation labels should be drafted with real copy as early as possible, because real text is usually longer or shorter than the placeholder and can break a layout. Lorem ipsum works best for body text blocks.
