No. The audio is time-stretched and resampled together, so the pitch moves while the duration stays the same.
Each semitone is one key step: C to D is +2, C to A is −3 (or +9). A cent is a hundredth of a semitone — useful to match an instrument that's slightly out of tune.
Voices shifted far up or down sound unnatural (the “chipmunk” effect) because their formants move too. Shifts of a few semitones sound natural.
